Yes, it would likely be a problem for Post Graduate Work Permit. My advice to you is to try a new school and start again. You need to show yourself as a full-time student during studies. CIC is strict with rules, unfortunately, so it's not worth taking the risk.

Not necessarily; for example, in flagpoling you don't need a US visa. Just get denied entry to the US and make a u-turn. Tell to US officials that you are flagpolling and want to go back to Canada.

Can anyone tell me if it's possible to apply for PGWP at Canada/USA border without flagpoling or even entering the US with a valid visa? Can we just go to the border and ask the security officer to process the application? Has anyone done this before? Please let me know. Thank you!

Thanks! I just submitted the school completion letter as they mentioned to submit either of them. It just doesn't mention full-time although I studied full-time. Hope it's fine.
