Yes the minimum qualification for this noc 1241 is 12th secondary education. And, I have started working after secondary school and worked while studying my bachelors and masters degree.

so you mean applying with Masters degree for noc 1241, wont get any points for Masters as this noc does not requires a Masters degree?
