You can return to Canada on tourist visa and submit your passport. No they will not deny entry to you. No your application won't be rejected.

Do not upload anything unless asked for. VO already has all that information with them. They have record of documents issued by them.

Just apply for Spousal PR file. You do not need open work permit at all.

Big mistake. Never apply for open work permit from outside Canada.

Practically, you dod not qualify for open work permit. You should simply apply for visitor visa and join as dependent on your husband PR.

Don't ever apply for open work permit from India. Apply for a simple visitor visa. Apply for work permit after arriving in Canada. In India it takes infinity with no replies to any queries. You need about a year equivalent of expenses in bank to be on safer side.

It takes about three months. So relax.
