Yes u should raise a case specific enquiry with local visa office (which u chose in ur generic application form IMM0008). Since u changed address after submitting PCC, u may need to submit a new one for ur latest address. And it seems u may need to take medicals again

since EE applicants will take up to 60 days to submit their final application after getting invitations, CIC officials and local visa offices will remain free (from ee application) till 1st half of March 2015. That is my understanding.
