On automated service with number of my app it says cong your app is approved. What that means?..but no tracking number

I send my passports to ottawa and they were. Delivered on June 26. Till today my returning. Tracking code is not active. And its 2 weeks that passports are there i know it was canada day but looking through other ppl posts here after 7 to 10 days they received them back...i send from Vancouver...
