you dont need to get PCC from canada. you only need PCC from your home country. CIC will do the canadian criminal check while processing

I believe, you can submit a letter from the bank which shows the current balance, debts etc and must be stamped and signed on letterhead

You should apply in passport office. The police certificate must be approved by commissioner.
