I am a little confused with the number if ITAs (606) issued in the latest pnp draw. It says the cutoff is 698 with tie breaking rule on Dec, 18, 2019 I assume. But in the pool, as of April 5th 2020, there are only 479 candidates above score 600. How are they issuing 606 ITAs? What am I missing?

My score is 467 and I could get 3 more points if I achieve max points in ielts. Wondering if I should write it again given the high crs scores in the draws recently...Any thoughts?
