most likely you won't need canadian pcc. once they process your background check, cic does their own canadian security check on you. submit all police checks in your home country and any other country where you stayed 6 months or more.

it could take up to 6 weeks for your AOR. processing time for 2017 inland applications are approximately 12 months. i understand your problem but all we can do is comply with cic's requests and wait. i have even lost a baby while our pr application is on process. :(

it's no biggie. submit the documents for the new deadline they gave you. ignore your may 20 deadline.

did you pass it before the deadline? it should be fine if you did. it might just be one of those bulk messages they send out. is should probably say in the letter to ignore the request if you already submitted your docs.

better be safe than sorry. pay 255 for both of you and cic will refund the extra fees you paid. it could also be that if you already hold a work permit, i think you only pay the 155. i read in here somewhere that someone got her 100 from the 255 refunded when she renewed her work permit.

yes you can use your old pcc from your country but be ready if they ask for a recent one. that's what i did for mine. you could have added your phone to her mobile account but it's still gonna be your name registered to the phone. you can't have 2 phones registered to the same person obviously...
