Atleast they should notify that whether 5000 cap has reached or there is temporary pause.. why they are playing with people .. its completely a mess ...

But How would you convince CIC that you plan to settle in another province. What ties would you show them ... Also if you show them then this job offer & LMO will go waste & if you don't have another job offer from another province then it means that you don't have job at all, so why CIC would...

Under EE, Job offer is recognized only when you have LMO/LMIA with it .... then only you would be getting 600 points for it.

Please can you share more details, to whom you have called & what they have replied. If one has LMO approved Work Permit for Quebec location, can he apply under Express Entry & use LMO to gain points.
