I think u have to wait for her degree certificate.im not sure about it. Else you convince visa officer that she has to be back as she yet to complete her degree in India.obviously they ll approve as because of her incompletion of degree. Why her TRV is refused

Don't mention that u gonna settle in canada . No need of work experience from ur wife . They ll check ur work and ur account balance
