It doesn't matter what degree you hold. As long as you have above 400 points, Ontario will send you PT notification in your EE profile. Once you accept it, you will have to send your application package to them and then the long wait for them to issue you an AOR and finally the nomination

You can surely go for re-evaluation. The only problem is that its costly, almost similar to your exam fees and there is no guarantee that your score will change. However, if you were confident that your Speaking test was good than go for it.
