I applied online on July 21, July 22 got request for biometric which was done on same day. Online account says back ground check in process. Eligibility review isn’t started yet!

Did you apply online? Thats almost 24 days! Online it says the average time is 29 days. What does your status says? for me it says we are processing your background check. They haven't even started reviewing my application yet.
