I don't think it will ever reach 400 let alone this year or in year 2017. People applying for EE is constantly increasing and pool will always have enough applicants with more then 400 CRS score. Look for PNP or LMIA.

I have score of 478 and I am going for medical on 3rd December(tomorrow) as well. that medical is valid to submit within next 6 months and I am 100% sure to get ITA within 6 months, if not then Hell with Canada and Hell with EE :P :P

consequences for doing non accompanying spouse is you probably have to leave the country if your WP expires, also Sponsorship takes about a year or more so it's time consuming. You can't apply for BOWP unless you have active PR application in progress.
