you should enter the date of completion

Completion date is different from award date. Award date can be after a year from completion as well. So in your case you will mention the dates attended, (start and end date, i.e. jul 20120 and the date the degree awarded will feb 2013. Hope I could explain my self.

Can anyone confirm if IQAS evaluates a 1 year international foundation program at a university level to a 1 year post secondary certificate. WES did not evaluate that. so just wondering if IQAS would do it.

I had the same question and I got that cleared when i attended an EE info session last week organized by the consulate. They confirmed that we can create two profiles , one of each with either one of the spouse as the primary applicant. so you are good to go.
