    If you can qualify then use 2173 as it has a higher barrier of entry due to the job description requirements. 2174 is more likely to reach it's cap sooner than 2173.

    It won't worsen the application. If you mention them and are rejected with 'truthfulness' removed from the list then you'll know that's why. Have you addressed the insufficient funds?

    Caps don't rollover year-on-year so the answer is no. The cap might be reset but it's clear reading the comments in this thread is that nobody knows if FSW will reopen for 2014 in the next 2 weeks.
