I think you can get ( havale ) from Melli or Mellat bank and change it to dollar in the airport. maximum $1000 per person. They don't pay it for citizens.

There is an Application Number like *F.........* in CIC-Email. Choose ( Immigration File Number / Application Number ) in ( Identification type) Enter your information like name & your birth, that's it.
