I haven't been to this stage yet but in the old days we had the option to pick up our passports from VFS in New Delhi. There must be some similar agency working on behalf of the consulate in China. See if your mom have the option to pick up her passport through them, that would be the easiest.

I was facing the same problem but I figured out a way to get around it. Instead of signing in using your GCKey, login to your account via Sign-in Partner and see the magic happen :D You will have to link the application again to your account. Hope this works for you too.
