I do and I was using his details today, I had even created the consent letter. Then I read the line that says, and i'm paraphrasing here, "the person who the information you are requesting for must be a Canadian citizen, resident, or currently living in Canada."

Because I lived in Canada for 2.5yrs as a temporary worker. They will ask for police clearance certificates from any country you lived in for 6months or more.
