I don't think it's true. They send NOIs based on your NOC/CRS. Most have selected "All Provinces" on their EE profile.

Yes. I believe it is 30 calendar days. According to their website, "Your application package must be postmarked within 30 days of receiving the email from the AINP requesting you submit an Alberta Express Entry application."
