My English is not my mother tongue either. In the end, IELTS is a for profit organization, and they need to make money (as much as they can). Also, for CIC side, IMO there are no correlation between a good immigrant vs their English ability.

Thumbs up for a great imagination haha...In my case, I'd make it easier by giving out NOIs to forks that need 600 rather than who don't need this valuable point, after that spread out NOIs to top priority NOC categories, and finish my job.

IMO, CRS and IELTS are usually overrated. In the end, they are just a score and nobody cares about it.
