I don’t think so. IMO they are just afraid that this measures will be criticized by the opposition or right wings. For example, newly approved PR applicants have been granted landing exemptions for almost 1 month now, and there are still no updated policy about this whatsoever on their website.

They won’t accommodate us, because citizenship is not a priority for the government right now. We need to wait until the pandemic resolved, who knows how long it will take....

And I highly doubt they will use alternative way to grant citizenship, because each step is in the citizenship law, they can’t change it that easily.
