I contacted CIC and they said I need to speak to the Indian High Commission. I e-mailed the High Commission 4-6 weeks ago, still no response from them.

This was not true. Now it is almost March and I still cannot access eCas using her credentials. It only works under my credentials and the process is still "In Process". Not sure where you got this information from, Navdeep.

Thanks! Yes, the office is New Delhi. The remedicals were to get some further tests done for the chest. So it wasn't the same medicals as the first round because they suspect TB, which turned out to be negative. Or this the same as re-medicals? I really hope we don't have to wait another...

No you can't submit part 1 and then wait for that to be approved in order to submit part 2 and 3. CIC will consider your application incomplete and send it back to you if you do that. You will be wasting time and money. You must submit part 1, 2 and 3 together. Please see the checklist that...
