I used skype. It says "invalid number" when i try dialing it

I am not able to reach CIC at +1 6139 444 000.. when I am trying to dial through skype it says invalid number and when I dial through hangout it doesn't ring. Not sure if I am doing something wrong. Any suggestions?

did they say anything about eligibility, criminal and security checks?

could you elaborate then what does background check in process emply? I am assuming there is a certain order in which they review application for ex medical test before background check.

if background check is in process, does that mean eligibility and security are already passed?
