it sounds your fault, most common and secure method of fee payment is bank wire , you should have confirmed with university . even if drafts are allowed , i will go for bank wire

Re: How to go to victoria, BC from Victoria ? BRO, delhi to victoria is Rs 72,000 while delhi to vancouver is Rs 62,000. the difference is about Rs 10,000 or $200 while bus from vancouver airport to downtown victoria is only $60 , that why , also the ferry trip w'd give great sights as well :) :)
