If comparison is related to CAP only, you may choose 2132. However, I think you should check qualification requirements as I think CIC will assess qualification not only job description. Finally, it is your decision.

No one can know exactly, but concerning me, I think that 2132 is most likely to be filled faster because there are some applicants who were out of CAP in FSWP 2013 and they would be ready to apply.

No it is not mandatory, when officer gonna to issue new UCI, he will find you UCI and he will write it manually in its field. BTW, I prefer to add clarification letter explaining why you didn't write your UCI and left it blank
