There’s 2 BGIP : Criminality and Security Criminality is usually done in initial stages and Security is done in Final stage. They can ask for any document at any time, if CIC need more clarification in any section: Eligibility, Criminality, Medical and Security

I feel like they might have just missed it or as it was just a “ghost” update so they did not bother to mention it.

Unfortunately, CIC agents cannot tell us a whole lot of information, since they only have limited access. You could ask if Officer left any note regarding additional documents or if there’s anything else that CIC need in order to process your application further.
