Why do we have to wait to receive the passport request letter

Called IRCC . Agent said your visa is approved but they are not sure when will I receive passport request. Couple of days ... may be couple of weeks... does anyone know the reason for this delay. Thank you

My biometric details have been updated

I linked my application late don't remember the date. Biometric number is being shown and it says "We are processing your application"

Applied on 19th June via paper application in Lahore. Applying for the second time. linked paper application with online account and it says processing in progress

This means they will then start processing my case. I applied on June 19th.

My bio metric is valid and was not done at Lahore VFS while submitting paper application. Should I still wait for the biometric confirmation?
