    If I'm not wrong, on webforms, the field to attach/upload a file shows up on the second step. On the first one, you fill in your data and the description, so you move forward and it asks you if you want to add a file.

    I think you should consider an immigration lawyer (not a consultant) to help you before it's too late. If you are lucky they can ask you another letter but by the policy of IRCC right now it's more likely getting a refusal (my guess) if without the 50 points you don't reach the draw score...
