It means they need to review your answer for the statutory question where you were asked.if you have ever been refused visa before. I am sure you selected yes. Once that is sorted....your criminality will be passed.

eligibilty needs to be recoemmended passed or passed. try and order gcms note to know the concern. i was in your shoes too when i called an agent and was told eligibility review required on my POF. i got this from my GCMS note. try and order the note.

PCC is locked at submission. Once passed.....it has 2 years validity. This can be seen on gcms note. So if your pcc is valid at submission.. .then you are fine buddy.

No cause for alarm guys.....Your medical report is jsut been reviewed maybe something is not clear or they need further test. A Visa Officer needs to review what all the analyst and case officera have done regarding your application. This include looking at the recommendation. Once he is satisfied, then the eligibility is passed.
