Oh wow. That's fustrating. I wasn't able to link mine until September closer to approval while some applicants could link it after a couple of days after AOR in other months. It's taking a while for June applicants. Hang in there. I pray you get it soon.

Apparently, some of our OWPs went to Ottawa from Edmonton because there were so many. So that could be why. Please keep in mind that some people got their OWP approved without it being linked so hang in there.
