I was in the similar situation. Applied for the re check and the results came positive. Boosted my CRS Took 6 weeks to recheck

You need to call them again and again.

Yes you can send them in one parcel. I also applied and received my ECA but I wasn't required to obtaikn FBISE or HEC envelopes. My university envelope was enough for the whole process. Regards,
