Only counts the physical presence time that is comprised in the 5 years immediately preceding the date you will sign the application form. For instance, if you intend to sign your form 2 years from now (e.g. Sept 2019) you can only consider physical presence as no-PR since sept 2014.

My understanding is if nothing in the new law says it will apply retroactively then it will not. To the best of my knowledge I can't recall such a thing. But maybe other people much more familiar with the texts of the law could answer that question.

Some applicants reçeived their notifications by regular mail, email and Ecas. Some by regular mail and Ecas and some by regular mail only. You certainly will have to keep a canadian adress. Best of luck.
