Could it be simply due to NOC? That they send NOI to ppl with targeted NOC (job/experience.)

but there were no ONeKey last year. If one has no NOI, he/she should not be able to enter ONeKey, or proceed to fill the forms. I think they forget to put the relevant error message, and display a wrong one. And we being tense as bow strings are talking over nothing. Probably they will fix soon.
