Yes that kept happening to us too. We just kept trying to call, eventually we got the automated response. We pressed the number to "talk to an agent" and then were never connected with anyone. We called during the day and using a Canadian phone number. I think they might not be answering calls...

We are also doing our app inland. We shipped belongings using UPS and had no problems. We put the Canadian Citizen as the recipient just to be safe. They came right to the home address of the Canadian Citizen.
