actually thats not true,, to keep your medical card, first you have to pay taxes every year and have a house or a drivers license. In fact the Canadian Government wouldn't mind if people left the country and I don't know started working in Dubai for example and then pay the country taxes to keep...

Your disputing two different things here, that is not a law, that is just a fee, tomorrow they increase the fees no big deal, but when you are arguing about a law that will affect many people's decisions and situation thats something else. Assuming paying 630 will affect you financially work...

I can assure you they have not returned many of my friends applications, they send them a letter or an email saying make sure you pay the difference and send us the the confirmation that is it.
