I tried contacting CGI Vancouver last week. The phone number provided on their website gives only recorded answers. There was another phone number provided (but with a clause "Strictly for Emergencies only"). I haven't tried that. Email is also as option.

Please check the BLS Application Tracking page, if they have dispatched the passport and PCC, they will update the Purolator tracking number over there.

yes, unless and until you don't get that automated email, I guess you will need to wait. It means that they have not yet opened the envelope. Once they open the envelope, you will get one email from BLS that documents are received. Since today is Monday, try if you can follow up.
