If you are applying through SDS, IELTS is a must. For general it isn't a requirement.

I applied for Study permit on 7th March, 2020. I'm done with biometrics and medical check-up. The thing is my IELTS score is valid only till 23rd of June. I had earlier planned to give another IELTS exam so that I will have a valid score for the next two years but owing to the current lock-down...

IRCC has limited it's operations to only critical services now. I don't think study permit comes under critical services.
