yes this is ur ecas status i believe... ur DD has been encashed n currently they r working on ur file completeness... ur PER is on the way. u can check ur status by logging in services3.cic.gc.ca/ecas/authenticate good luck

in this case call ur bank to make sure ur international transaction limit is sufficient n inform them Citizenship & Immigration Canada will try to charge my card let the payment go through or u can check this online (NetBanking).
