No you can apply for study permit without IELTS.. nowhere in the list of documents its mandatory to give your IELTS score.. If you have an admission confirmation letter that would suffice for all the education and entrance requirements..

I applied my study permit online. Visa applied on 8 June. Email from CIC stating my Application is under process on 29 June. Received medical instructions on 22 July. Medical done on 22 July. Now waiting for the medical update in profile.

You should go for the visa.. my friend applied last year on 31 July and got his visa in a week.

Yeah bud.. I took your advise and went for upfront medical and the moment I left the facility I received an email with my medical instructions. So glad to refresh my email the moment I left.. So I went back and got my application changed from UMI to IME.. Let's see how much time would be taken...
