When people receive PPR after few days of IP2, it means agent never bothered to change the status during BG check, rather one chose to do the same on completion of BG check. Whereas some agents change it to IP2 as soon as one starts this procedure. It's never consistent from their side.

Technically no it's not possible, considered the tasks covered under IP2 are primarily the criminality and security. However, IRCC have a very low probability to go for PPR without updating the IP2 status on ur CIC.

All June applicants may get their PPR in October, which have no bigger issues with their data.
