Answer to question # 2: Biometric data is not provided to the applicants. It is sent to IRCC and if you log on to My CIC, you can see Biometric number, date biometric was provided and validity date.

My sponsorship application receipt date at CPC Ottawa is May 23, 2019. There is no eCAS update and yesterday late afternoon, I called CIC to check on the status of my application. The agency is currently backlogged and they working on sending AoR for applications received until May 21, 2019...

The process seems to have slowed down at IRCC and I haven't seen many postings confirming the AoR after May 17th (application receipt date at Ottawa). I am also waiting for an email from IRCC as my application was received at CPC Ottawa on May 23rd.
