Apply for caips, people are getting visa even in 4th attempt. Never loose hope. Try to improve your ielts and try to find out valid reasons for your low scores in graduation. After getting caips, try to make a good sop, and you can get visa.

Check the university's 'admission requirements' for your masters course, it would be clearly mentioned there. There are many universities where its not required. Do some research, check websites of universities.
