I'm just concerned about the biometrics and medical exam. Maybe those who applied in September/October got their biometrics and medical before the offices were closed.

Hi, I submitted the whole file: PR + OWP application by mail. Later I linked my paper application to my IRCC account. I phoned IRCC support and they helped me with this procedure.

They sent me IMM5754 form confirming my owp has been issued. They're saying the paper document will be sent by mail.
