I have 462 points but I dont want ITA now because by feb 23 I will get 1 year experience, now I only have 51 weeks experience. I am afraid if I decline ITA, it may have any negative impact.
Most probably if you did not do any mistakes your application will be accepted, but if you did some mistake and they want to talk to u then there is a chance of refusal(0.0001 %) which is very unlikely. Although call cic and explain your situation. they might have a better solution than any...
1) Your study permit doesn't allow you to re enter country but already have visa until 2017, may be the same reason they did extend your visa.
You can go any where and come back before jan 2017 as your visa shows you have multiple entry in it. about your work permit, you can apply 1 year...
My suggestion would be wait, but you dont have enough time so call CIC and let them know that you paid fees as soon as you received letter and also tell them your visa expires in march. Don't worry mate, its not a problem
Your experience in canada will only be considered if you have 1 year or more. Why do u need more points, you already havea 483. finish all paper work and get ur application submitted.

if there is no concrete way to tell if u worked 52 weeks then how will u show cic that you have valid 1 year experience.

That's the catch there, 1 week is considered as only 1 week no matter how many hours you worked. if you worked less than 30 hours then its not counted as valid week. above 30 hours .. its always 1 week and can't be counted for extra week.

Sick days wont matter. the weeks you took sick day leave are paid, so dont worry. they are considered as sick leaves. depending on ur company policy .. confirm with them .
if you worked 40 hours a week for 50 weeks and then just 25 hours last 2 weeks, you are still not considered as a 52 week applicant. you should get minimum of 52 weeks with 30 hours per week. Be very careful before you take a step. See if you have met all required criteria.
