I was in the same process i submitted on june 10th and i asked for the transfer, they opened my file on the same day and on 15th june they passed bill 9 so they asked me to open a new file in PEQ instead of a transfer and get the refund. So i paid full amount again for 798$ but my lawyer told me...

The transfer take 2-3 weeks atleast and the from mon projet to Peq untill you get your csq takes 2-3 months altogether
