From where can we get the fingerprints done in northern India?

It was never 431 but 430. Now it's showing 426. I would have got an ITA at 431 :). I m confused about 4 point drop as it shud be 5 point as per express entry point allocation.

Decrease in points is in multiple of 5 for increase in age. My points had to decrease but what I do not understand is why is there a reduction by 4 points?
