No. you dont require a job offer from canada for it. you need to submit all your supporting documents with the ontario nominee application form which will include your previous experience, educational documents, ielts, funds availability, bank statement etc...

Well, I am no expert to suggest, but I got the advice on this forum to get a job reference from ex colleague if possible and use bank statement to show the employment. I guess you should share as much as you can provide, rest is in the hands of VO. I am doing the same thing.
