Someone tweet to IRCC on October 30th and IRCC replied that they r processing files according to situation, work experience & qualifications.

If we all send request to IRCC on twitter to resolve the delay of this program, they may be put more attention on it. Bcoz recently many Candidates sent request to resolve ETA visa issue and they resolved it. So I think, we all should request to ircc on twitter. IRCC@CitImmCanada

I Yeah mostly during the tym of passport request, they will demand it. Some candidates submit it, when they submitted their files.
