I received a similar response when I emailed Ottawa. But being on the phone with an agent was so much better, he gave me much more information. I recommed you call CIC.

I submitted FBI PCC upfront, but my Colombian PCC only after they asked for it (because thats how it works with Colombia) but my Review of Additional Documents section changed the next day to We do not need additional documents, and two days ago to NA. So confusing!

In IP1 background check has not started, in NA2 it says Not Applicable and then in IP2 it says that the background check has started.

What I believe is happening is that IRCC is starting to implement new phrases and changing others.

But most of us have been in IP1 for longer than 3 weeks. Its been 7 weeks for me, so I doubt this is whats happening to us.

It changed either the same day or the day after I submitted the ADR
