I got response from one RO- SWAP, that India cant apply for IEC even from RO as its not particpating in IEC program.

I got response from SWAP , INDIA is not eligible for SWAP and also overall IEC program.

Are still Citizens of India are not eligible for SWAP or IEC for Canada ?

A per the CIC page, Since Indian citizens aren't eligible for IEC directly, you must apply from RO. Recognized Organization http://www.cic.gc.ca/english/work/iec/ros.asp

When do they announce quotas under RO category, as in CIC website its showing as all as numbers as zero right now

PCC from the PSK near to your present address (since the past 2 yrs) should work for you.

Both should work, as they are authentic certificates. Easy way would be through the PSK, book and appointment and get it.
